In 1953, the 4th chapter of the National Guardsmen was incorporated under the laws of the Commonwealth of Pennsylvania. The new group had all been members of several social clubs of Philadelphia and were enthusiastic about this new social concept that was rising in the East. They claimed the Penn Relays as their weekend of entertainment and was the site of the National Meetings for years.
