When a special study committee determined that all of the area of the United States east of the Mississippi River "bordered the Atlantic Ocean"and is a part of the "Eastern Seaboard", Detroit members were admitted as the "Last Chapter"of the Guardsmen Chain. Detroit, sponsored by Norfolk, was inducted May 16th, 1970. Thus Detroit became the 15th chapter which was the limit at that time, according to the constitution.
